Alternative Dispute Resolution (ADR)
Alternative Dispute Resolution (ADR) is an informal process of settling concerns and/or disagreements related to the provision of special education services to students with special needs. The ADR process encourages all parties to collaboratively problem-solve to reach a mutually beneficial resolution without litigation.
Community Advisory Committee (CAC)
El Dorado County Charter SELPA’s Community Advisory Committee (CAC) is a group formed to advise the Charter SELPA about the Special Education Local Plan, annual priorities, parent education, and other special education related activities. The CAC is designed to be a dynamic collaborative partnership of educators, parents, and community members.

Family Empowerment Centers
Family Empowerment Centers (FECs) are nonprofit organizations that provide training and information to families of children and young adults with disabilities between the ages of 3 and 22 in California. These organizations offer an array of services, including specialized training, peer-to-peer support, information, and referral services; all aimed at assisting parents in better understanding their child’s educational and developmental needs. IEP Resources
An Individualized Education Program (IEP) is a special plan made just for your child, created together with the school and the parent. It includes goals, accommodations, and services your child is to receive in order to address their individual needs. It also explains how you’ll be updated on their progress. Each year, the IEP is reviewed to make sure it still meets your child’s needs. The helpful resources provided below will support you understanding and navigating the IEP process.

Independent Education Evaluations (IEE)
When a parent of a child with a disability disagrees with the local educational agency’s (LEA) or district’s evaluation for special education services, the parent has the right to request an Independent Educational Evaluation (IEE). An IEE is defined as an evaluation conducted by a qualified examiner who is not employed by the LEA/district. If the LEA/district grants the parent’s request for an IEE, the LEA/District either pays the full cost of the evaluation or ensures the evaluation is otherwise provided at no cost to the parent.
This IEE guideline and resource document outlines considerations and provides templates of related materials for families to appropriately complete the process of an IEE. View the Parent Resources section of this document for more information.
This resource provides a list of assessors across various specialties conducting evaluations throughout the state. It is intended to assist parents/guardians and LEAs in identifying qualified assessors.

Parent's Rights
